Are Sex Dolls Legal in the US?

The short answer for American buyers: yes, adult sex dolls are legal to buy and own in all 50 states. The confusion comes from headlines about new state laws, which are aimed at one specific thing, plus a handful of older rules about selling sexual devices. Here is what each type of law covers and what it means for an ordinary owner.

What federal law says

There is no federal ban on adult sex dolls. A doll is legal personal property, the same as any other adult product you can order online.

Federal attention has focused on dolls that resemble minors. The CREEPER Act, which would ban importing and shipping them, has been introduced in several Congresses; the latest version, H.R. 1186, was referred to the House Judiciary Committee in February 2025 and has not passed. Federal obscenity law already applies to that kind of material, and it does not touch adult dolls.

The three kinds of state law you might hear about

Type of law What it targets Effect on adult doll owners
Bans on dolls resembling minors Possessing, selling or importing them None for adult dolls
Older “sexual device” sale laws Shops selling devices marketed for sexual stimulation Mainly affects local retailers, not private owners
General obscenity and public-display laws Showing or distributing obscene material in public Keep your doll private, as you would anyway

Bans on dolls that look like minors

This is where almost all the new lawmaking is. Florida made possession a felony in 2019, Hawaii passed its law in 2021, Tennessee and Kentucky followed, and Louisiana passed its ban in 2024. Bills have been filed in more states since, including Minnesota and Massachusetts.

Our position is simple: we do not review, link to or tolerate these products, and no store we work with sells them. If you see one offered for sale, report the seller to the authorities.

Older laws on selling sexual devices

A few states passed laws decades ago restricting the sale of devices “designed or marketed as useful primarily for the stimulation of human genital organs”. The best known is Alabama’s Anti-Obscenity Enforcement Act, which survived challenges in federal court and in the Alabama Supreme Court in 2009. It applies to selling such items for money, not to owning one.

Texas had a similar law until the Fifth Circuit Court of Appeals struck it down in 2008 in Reliable Consultants v. Earle. If you live in a state with one of these older laws, the practical effect is that you are less likely to find dolls in a local shop, and most people order online instead.

Buying online and shipping across state lines

Ordering an adult doll from another state, or from overseas, is legal. In practice:

  1. The parcel is treated like any other package. Carriers do not need to know what is inside, and reputable stores use plain boxes and neutral labels. See our guide to discreet shipping.
  2. Imports can be inspected. US Customs can open any international parcel, and you may owe duties on dolls shipped from abroad. Our customs and importing guide explains what to expect.
  3. Stick to established stores. Sellers that are open about the materials and the adult design of their dolls are the safest legal choice. Our best sex dolls page only lists partner stores we have checked.

Landlords, HOAs and roommates

None of these can normally stop you owning a legal private item. A lease may still allow inspections with notice, and an HOA can set rules about deliveries or bulky waste. The simplest approach is to store the doll in a case or closet. Our privacy at home guide covers storage, visitors and inspections.

When the time comes to get rid of a doll, treat it as bulky household waste. Our guide on how to dispose of a sex doll explains how to do it discreetly.

  • Buy only dolls that clearly depict adults, from a reputable store.
  • Order online if your state has an old device-sale law; owning is not the issue.
  • Keep the doll private at home, as you would any personal item.
  • Expect possible customs checks and duties on international orders.
  • Check your state’s current statutes if you are unsure. Laws change, and new bills appear each session.

Frequently asked questions

Is there a federal law against sex dolls?

No federal law bans adult sex dolls. Congress has repeatedly considered the CREEPER Act, which targets dolls resembling minors only; the current version was referred to the House Judiciary Committee in February 2025.

Can I legally buy a sex doll online and have it shipped to my state?

Yes. Reputable stores ship adult dolls to all 50 states in plain packaging. A store may choose not to ship to a particular address for its own reasons, but there is no state ban on receiving an adult doll.

Is it illegal to sell sex dolls in Alabama?

Alabama has a law against commercially selling devices marketed mainly for sexual stimulation, and its courts have upheld it. It targets sellers, not people who own a doll privately. Check current law or ask a local lawyer if you are unsure.

Can my landlord or HOA ban a sex doll?

A doll kept inside your home is personal property, and neither a landlord nor an HOA can normally ban a legal private item. Lease rules on inspections and building rules on deliveries still apply.
